TOPCAR Child Safety Standards

TopCar Media LLC ("TopCar," "we," "us," or "our") maintains a zero-tolerance policy for child sexual abuse and exploitation (CSAE) across the TOPCAR mobile application, the website located at https://top.car, and all related services (collectively, the "Services").
These standards apply to every user and all content, conduct, and interactions on the Services.
Prohibited Content and Conduct
Users may not use the Services to create, upload, store, request, solicit, share, distribute, promote, or facilitate:
- child sexual abuse material (CSAM), including real, altered, synthetic, or computer-generated depictions involving the sexual abuse or exploitation of a minor;
- grooming or attempting to establish a relationship with a minor for sexual purposes;
- sextortion, sexual coercion, or threats involving a minor or a minor's intimate imagery;
- the sexual trafficking, solicitation, or commercial sexual exploitation of a minor;
- sexualized content involving minors; or
- any other content or behavior that sexually exploits, abuses, or endangers a child.
Attempts to evade detection, direct another person to prohibited material, or use TOPCAR to arrange prohibited conduct are also forbidden.
Enforcement and Response
When TopCar becomes aware of suspected CSAE or CSAM, we may take immediate action appropriate to the circumstances, including:
- removing or restricting access to content;
- preserving relevant account and content records where permitted or required by law;
- limiting, suspending, or permanently terminating accounts;
- investigating related activity on the Services; and
- cooperating with law enforcement and child-safety authorities.
TopCar will report confirmed instances of CSAM to the National Center for Missing & Exploited Children (NCMEC) or the appropriate regional authority as required by applicable law. We comply with applicable child-safety laws and regulations.
How to Report a Child-Safety Concern
Users can report eligible content using the reporting controls available within the TOPCAR app. Child-safety concerns may also be reported directly to:
Use the subject line "Child Safety Report" and include the relevant TOPCAR username, profile, content location, and a brief description of the concern when available.
Do not download, save, forward, or attach suspected CSAM to an email. If a child is in immediate danger, contact local emergency services or law enforcement first.
